The Philippine Statistics Authority conducted Pag-IBIG Orientation on July 2, 2019 at the PSA RSSO XII Conference Room. The activity aimed to update the personnel of what benefits they can avail of from the Home Mutual Development Fund (HDMF) as Pag-IBIG members. The office invited two Pag-IBIG-Cotabato personnel, Mr. Ronald G. Lee and Mr. Hadji Mahmoud C. Ali, Jr. One of the topics tackled by the guest speakers was Modified Pag-IBIG 2 Program which rewards better than the regular Pag-IBIG contribution program. The program posted high dividend rate of 8.11 % per annum last 2017 or an average of 6.96% over the three years, from 2015 to 2017. The speaker also illustrated how the benefits accumulate over the vested period resulting to total accumulated value (TAV). As an option, a member can withdraw their total accumulated value (TAV) 10 years, 15 years or 20 years after their initial contributions. The Pag-IBIG also introduced their permanent disability and new insanity benefit claim. Next, the guest speaker tackled housing loans matters. Accordingly, number of availment of housing loans is now unlimited and there will be rebates for all settlements before maturity. The Philippine Statistics Authority (PSA) XII conducted the Data Dissemination cum Celebration of 2019 Eid’l Fit’r on June 6, 2019 held at Southseas Complex, Cotabato City. It was attended by 56 participants consisting of 15 teachers and 41 students coming from Muhammad Elementary School, Notre Dame Village National High School, Cotabato City National High School (Main Campus and Rojas Site) and L.R. Sebastian High School. Total number of participants including the PSA XII employees was 89. In his message, Atty. Maqtahar L. Manulon, the Regional Director of PSA XII thanked the participants for showing their support to the office activity by coming over. He stressed that data supplied by the PSA is critical to the government planning, programming and decision-making. Three special guests representing major religious sectors were invited to share their interfaith message on the celebration of 2019 Eid’l Fit’r. They were Rev. Troy Eric Cordero, the Chairman of Metro Cotabato Ministerial Fellowship, Inc.), Ustadz Faisal Darungan, an Islam propagator and Rev. Fr. Benjamin Ariel P. Torreto, DCC, an Assistant Parish Priest. Twelve (12) personnel from the Provincial Offices and the Statistical Operations and Coordination Division (SOCD) of the RSSO XII participated in a training for the July 2019 Round of the Consumer Expectations Survey (CES), Labor Force Survey (LFS) and the Annual Poverty Indicators Survey (APIS). Mr. Rodolfo M. Mendoza, Senior Statistical Specialist of PSA-RSSO XII and Mr. Daniel L. Baligasa, Supervising Statistical Specialist of PSA-South Cotabato, served as resource persons during the Second Level Training held on July 24-28, 2019 at Cinco Niñas, Koronadal City. The briefing on CES covered instructions on how to fill out the CES questionnaire. The discussion stressed the importance of probing and consistency checking of answers given by respondents. The CES will be conducted in South Cotabato and Cotabato Province. The two (2) Statistical Researchers from both provinces were present during the training. Enumeration for the CES will run from July 1-13, 2019. Mr. Mendoza stressed that the July 2019 LFS will be undertaken on July 8-31, 2019 together with the 2019 APIS as its rider survey. The survey involved the collection of data on demographic and socio-economic characteristics of the population. The reporting unit is the household. The survey aims to collect information on the distribution of household population 15 years old and over by employment status, major occupation group, major industry group, class of worker, number of hours worked, highest grade completed, nature of employment, among others. The data will be gathered through a tablet using the Computer Aided Data Collection System (CADaCS). Rider questions on awareness of the Philippine Competition Commission (PCC) and the Philippine Competition Act (PCA) was added in this round of the LFS. The Philippine Statistics Authority (PSA) XII conducted an Orientation on Republic Act No. 7581, also known as The Price Act of 1992, on June 11, 2019 at PSA Sultan Kudarat Conference Room, Tacurong City. Engr. Lucille P. Taypin, Provincial Manager of the National Food Authority (NFA) in Sultan Kudarat, and Mr. Rey P. Ylanan, Market Specialist of the Department of Agriculture XII, served as resource persons. According to Engr. Taypin, RA 7581 provides consumer protection by stabilizing the price and supply of basic necessities and prime commodities and prescribing measures against undue price increases especially during emergencies. She continued that general guidelines were set prescribing standard specifications on the labeling of rice boxes and adding of price tags for all milled rice sold in the market. The milled rice sold in retail outlets were delimited into four classifications, namely: regular milled rice, well-milled rice, premium grade rice and special rice the market into four and suggested retail prices (SRP) for each variety were imposed. PSA Board Resolution No. 1, Series of 2019, entitled Enjoining National and Local Government Entities to Establish Statistical Units and/or Positions, was discussed by RSC XII Vice-Chairperson Atty. Maqtahar L. Manulon during the Second Quarter Meeting of the Regional Statistics Committee (RSC) XII on 17, 2019 held at Cinco NIñas, Koronadal City. He explained that this resolution seeks to address the demand for statistical personnel that will handle the necessary statistical work in national government agencies and LGUs, where no such unit/position currently exists. He explained that Section 76 of the Local Government Code of 1991 provides that “Every LGU shall design and implement its own organizational structure and staffing pattern taking into consideration its service requirements and financial capability..” He added that Chapter 9 of the Manual of Position Classification and Compensation provides for the creation of a new class of positions for LGUs subject to the evaluation and approval of the DBM.
