SOCCSKSARGEN Region’s economy grew by 6.9 percent in 2018. This was announced by the Philippine Statistics Authority XII Regional Director, Atty. Maqtahar L. Manulon, CESO V, during the conduct of the News Conference on the 2018 Economic Performance of SOCCSKSARGEN Region on April 25, 2019 at East Asia Royale Hotel, General Santos City. The event was attended by participants from the various media outfits in the region representing print, broadcast/TV and radio. Also in attendance were representatives from the regional line agencies/offices, Local Government Units (LGUs) and selected personnel of PSA RSSO XII. The Report on the 2018 Regional Economic Performance of Region XII was based on the 2018 Gross Regional Domestic Product (GRDP), an indicator which measures the total value of goods and services produced in the region during the reference period. It is an important economic indicator to measure how well the regional economy has performed in a given year. The data could be used in assessing the potential growth sectors of the regional economy and is crucial for planning and policy formulation to chart the economic development of the region. In culmination of the month-long celebration of Women’s Month in the region, an Orientation on Basic Life Support was conducted by Philippine Statistics Authority XII for its staff last April 4, 2019 held at PSA RSSO XII Conference Room, Cotabato City. Datu Hasaad S. Sinsuat, Guardians Emergency Response Team President, served as the resource speaker. His discussion focused on “Stop the Bleed”, a government awareness campaign to enable First Care Providers to address bleeding from injuries before help arrives. Participants were appraised on basic life support. According to Mr. Sinsuat, stopping the bleeding is important for everybody to learn. He added that having a plan on how to respond to dangerous situations and understanding preventable causes of deaths are equally important. A person can bleed to death within 3 - 5 minutes. To facilitate remembering these basic life support techniques, he cited a few acronyms. In an emergency, R.A.C.E (React, Activate, Care, and Evacuate). React to the threat; Activate your emergency system; Care for the injured; and Evacuate to rescue. When it’s safe, C.A.R.E (Control bleeding; open the airway; check respiration; and prevent exposure) for the injured. The Philippine Statistics Authority XII has lined-up several activities in support to the month-long observance of Women’s Month. One of the activities considered was the conduct of the Seminar on Culture Sensitivity last March 25, 2019 at PSA RSSO XII Conference Room, Cotabato City. The said activity was spearheaded by its Regional Director, Atty. Maqtahar L. Manulon. Participants were the PSA RSSO XII employees, teachers from Muamad Elementary School, and other non-PSA attendees. The seminar aimed to enlighten the participants on cultural sensitivity. Dr. Nieves Astudillo Fernandez-Cabije, Regional Focal on Health from the NCIP XII, served as the resource speaker. She tackled various types, features, and elements of culture. Attitudes toward culture were also discussed. According to Dr. Cabije, culture is the totality of a way of life. All human beings live within a culture. Each human being is shaped by that culture, and impacts on the culture as well. Culture is a people’s distinct and particular way of becoming human. Cultural sensitivity is being sensitive to the ways in which community members’ values and perceptions differ from the other. In line with the regional observance of the 2019 Women’s Month, the Philippine Statistics Authority XII initiated a seminar on Financial Literacy last March 21, 2019 at Golden Lace Resto, Cotabato City. The said activity was spearheaded by its Regional Director, Atty. Maqtahar L. Manulon. In attendance were the two (2) Division heads, staff from SOCD and CRASD, OJTs, and other invitees outside PSA. The seminar aimed to instil awareness on the availability of various types of financial products and its features and educate the PSA RSSO XII employees on access to financial services. Mr. Michael John H. Limon, Manager of Bank of Philippine Islands (BPI) - Cotabato City Branch, served as the resource speaker. He discussed various products and services offered by their bank. In preparation for the conduct of the April 2019 Round of the Labor Force Survey (LFS) and Consumer Expectations Survey (CES) this April, selected staff of the Philippine Statistics Authority XII participated in the 2nd Level Training on March 27-29, 2019 held at Cinco Niñas, Koronadal City. The three-day training was attended by selected RSSO XII technical staff, provincial focal persons and their respective statistical researchers. Senior Statistical Specialist Rodolfo M. Mendoza and Supervising Statistical Specialist Lilia C. Caoagdan served as trainers. The Labor Force Survey (LFS) is a nationwide quarterly survey of households conducted by the PSA to gather data on the demographic and socio-economic characteristics of the population. It aims to provide a quantitative framework for the preparation of plans and formulation of policies affecting the labor market. Specifically, the LFS is designed to collect information on the following: 1) distribution of household population 15 years old and over, by employment status, by sex, and age group; 2) distribution of employed persons by major occupation group, major industry group, class of worker, number of hours worked, highest grade completed, nature of employment, and by sex; 3) distribution of underemployed persons by total hours worked, major occupation group, class of worker, and by sex; and 4) distribution of unemployed persons by age group, highest grade completed, by number of weeks looking for work, job search method, and by sex. One special feature of the April 2019 Round of the LFS is the inclusion of additional questions on own-use production and unpaid work. Consumer Expectations Survey (CES), on the other hand, is a household-based survey on the consumers’ assessment of their family income, financial situation, and the economic condition of the country. It is administered on a sample basis at the household level drawn through a stratified multi-stage random sampling with a total sample of about 5,000 households. President Rodrigo R. Duterte appointed Atty. Maqtahar L. Manulon, PSA 12 Regional Director as Career Executive Service Officer V last March 25, 2019. The appointment came after the CESB released on March 29, 2019 the list of appointees. This was the second batch of appointments made during the year bringing the total number of qualified incumbents of CES positions appointed to the ranks to 107. Other career officers of PSA appointed by the President were Assistant National Statistician Editha R. Orcilla, CESO III and Cynthia L. Perdiz, CESO V of PSA V. RD Manulon expressed his thanks to the President for finally appointing him into CESO rank after going through rigorous processes conducted by CESB. “I have been patiently waiting for this for the last 3 years. Indeed, patience is a virtue”, Manulon said. President Decree No. 1 dated September 24, 1972 created the Career Executive Service Board (CESB) to serve as the governing body of the Career Executive Service (CES) and to promulgate rules, standards and procedures on the selection, classification, compensation and career development of members of the CES.
