As part of the month-long celebration of National Women’s Month, the Philippine Statistics Authority XII conducted a Webinar on the Guidelines for the Preparation of Annual Gender and Development Plans and Budgets (GPB) and Accomplishment Reports (AR) to Implement the Magna Carta of Women or the PCW-NEDA-DBM Joint Circular No. 2012- 01 on 15 March 2021.
The lecture was conducted by Ms. Rosalyn R. Echem, PCW National GAD Pool Member. Ms. Echem is an Associate Professor V of the Western Mindanao State University, Zamboanga City and a GAD Advocate. Her lecture started with the basic gender and development concepts where she elaborated the concept of sex, gender, gender characteristics, gender roles, and other key concepts related to gender and development. She also discussed the GAD Planning and Budgeting (GAD PB) for National Agencies. She helped the participants understand why there is a need for GAD PB, learn the policy imperatives related to GAD Planning and Budgeting and the step-by-step guide in preparing the GAD PB and GAD Accomplishment Report. Ms. Romo said that there is a need for GAD PB because of the need to address the gender issues which are often overlooked. She added that we need to practice gender-responsive good governance.
The knowledge gained on the step-by-step guide in preparing the GAD PB and GAD Accomplishment Report was a big help to PSA XII GFPS members as the webinar was in time with the submission of GAD AR to PSA Central Office and Philippine Commission on Women (PCW).
PSA XII has lined-up series of webinars and activities to take part in the month-long celebration of National Women’s Month. The activities will highlight gender-related topics in relation to COVID-19 pandemic.
