A Visitorial Activity was conducted at Municipal Civil Registry Office of Lutayan on March 14, 2018. This activity is a joint effort of the Philippine Statistics Authority, Regional Statistical Services Office-XII (PSA-RSSO XII) and the Philippine Statistics Authority-Sultan Kudarat Provincial Office (PSA-SK). This is also in line with the issued instructions of the Civil Registrar-General to the Regional Directors and Provincial Statistics Officers through Office Memorandum 2016-019 to conduct visits to Local Civil Registry Offices (LCROs) as stated in Rule 15, Art. 26 of RA 10625 (The Philippine Statistical Act of 2013). This visit aims to strengthen partnership with the Local Civil Registry Offices (LCROs) and conduct dialogues to improve the implementation of civil registration in the country. The visit is also in line with the guidelines on Search for Outstanding Local Civil Registrars in the country as well as for SOCSSSKSARGEN Region.
The Visitorial Team is composed of RD Maqtahar L. Manulon, PSO Herlita G. Caraan of PSA-Sultan Kudarat, PSO Belinda R. Penuela of PSA-Cotabato, PSO Jilmar F. Grecia of PSA-South Cotabato, OIC-PSO Ismael B. Ramos, Jr. of PSA-SarGen, Chief, CRASD Lorna M. Sumalpong, OIC-SOCD Ma. Eileen A. Berdeprado and RO IV Jennifer M. Omictin and SSS Jurilyn P. Abraham.
A courtesy call to the Honorable Mayor Princess Rihan M. Sakaluran took place first before proceeding to the Office of the Local Civil Registrar. There was a short program where MCR Ismael M. Rayahbuayan warmly welcomes the PSA 12 Team. He said that they were greatly honored of the visit by PSA 12 Visitorial Team and that this visit will form part of the history of Lutayan municipality. This was followed by the message from the honorable Mayor, Vice Mayor, PSO Caraan and a wrap up from the Regional Director, Atty. Maqtahar L. Manulon.
Hon. Mayor Princess Sakaluran was very grateful of the visit by PSA-XII Team. She assured that LGU-Lutayan will continuously support all the activities conducted by the PSA. Relative to civil registration she had observed that among the municipalities in the province in 2015, LGU-Lutayan has the lowest birth registration. With this observation she committed that her administration will have to work for it and will implement interventions to resolve the problem. In addition, she also mentioned that LGU-Lutayan is planning to implement the issuance of Building Permits.
PSO Herlita G. Caraan expressed her gratitude to LGU-Lutayan for the warm welcome and for the full support to the surveys and projects of the PSA, in particular to PSA-Sultan Kudarat. RD Maqtahar L. Manulon also thanked LGU-Lutayan for their unending support extended to the PSA, he said, “the presence of Hon. Mayor Sakaluran and her Officials made this event a memorable one. PSA and LGU-Lutayan had mutual interest to serve the public; to provide services to the needs of the people of Lutayan.” In addition, RD Manulon mentioned the importance of PhilCRIS in the registration of vital events and for the LGU-Lutayan to adopt the same and expressed the willingness of PSA to assist in the conduct of Capacity Building for LCRO staff of Lutayan.
In closing, he solicited support for the upcoming activities of the PSA: The 2018 Updating List of Establishments (2018 ULE), 2018 Geo-tagging of Building Structures, 2017 Annual Survey of the Philippine Business and Industry (2017 ASPBI) and 2018 Family Income and Expenditures Survey (2018 FIES).
After the courtesy call, the Visitorial Team led by RD Manulon proceeded to the Local Civil Registry Office (LCRO) for the ocular inspection of the Office’ physical area, observation of the office set up, process flow of the transactions, its organizational chart and asked several questions with regards to the usual processes implemented by LCRO-Lutayan in registering the vital events.
The team agreed that a summary report with recommendations will be submitted to LCE. This will help the LGU-Administration to implement interventions
